Mayor and Members of the Front Royal Town Council,

I respectfully urge you to vote NO on the proposed text amendments that would define data centers in the Town Code and allow them by Special Use Permit.

While these amendments are presented as a regulatory framework, they would also establish a pathway for data center development within Front Royal. I believe this would be inconsistent with the character, natural resources, and long-term vision of our community.

My concerns include:

Significant electricity and infrastructure demands that could alter the community and place pressure on utility systems.

Noise from cooling equipment and backup generators, which can impact nearby neighborhoods and quality of life.

Impacts on water resources and the environment.

Loss of scenic views, community character, and the small-town atmosphere that attracts residents, visitors, and outdoor recreation enthusiasts.

Limited local employment opportunities compared to the scale of development and impacts involved.

And greatest of all, the risk that once these uses are added to the code, future proposals may become more difficult to resist.

Front Royal’s greatest assets are its natural beauty, historic character, outdoor recreation opportunities, and quality of life. I encourage the Council to protect those assets by rejecting these amendments and maintaining a development pattern that aligns with the community’s values and long-term interests.
